Many endgame items are underpowered, (like the nebula blaze, and both solar armor and stardust armor have awful set bonuses.) So people assumed phantasm was OP. Nebula Blaze is what I used for my first moon lord kill. I used both the arcanum and the Razorblade Typhoon for the pillars. It will be hard to keep your mana up for the arcanum without the nebula armor. Arcanum, obviously. The Blaze is nice, but no good for mobs. The Arcanum is a fire and forget type of magic.

Nebula Blaze/Laser Machinegun is good for bosses, but I'd say Nebular Blaze since it's homing. Nebula Arcanum/Razorblade Typhoon are both good for clearing mobs. I prefer the Nebula Arcanum since it has larger AoE and you can also shoot a bunch of them out before a boss fight and deal insane DPS.
